A wolf, having become leader of the other wolves, laid down a law for them all: whatever any of them caught in the hunt was to be brought into the common stock and shared among them all. An ass, hearing this, shook his mane and said with a laugh, “Well spoken, chief of the wolves! But why did you secretly stash away in your own den the prey you caught yesterday, to eat it yourself? Bring it out to be shared among everyone.” Taken aback, the wolf repealed his laws.
The fable shows that those who profess to lay down laws do not themselves abide by the rules they prescribe and enforce.
