Some wolves were plotting against a flock of sheep, but since they could not get the better of them because of the dogs that guarded them, they decided to resort to trickery. They sent envoys to the sheep, demanding that they hand over the dogs. The dogs, they said, were the cause of their enmity: once they were surrendered, there would be peace between wolves and sheep. The sheep, failing to foresee what would happen, gave up the dogs; and the wolves, once they had overcome them, easily destroyed the unguarded flock.
So too, cities that readily betray their popular leaders unwittingly fall swiftly into their enemies’ hands.
